For a photography-focused outing, begin with the subjects or settings you want to prioritise. A small number of deliberate locations is easier to plan than a request to drive around until something looks interesting. If you have hired a photographer, discuss the intended places with them before arranging transport.
The photographer's plan and the vehicle service are separate responsibilities unless a combined arrangement explicitly says otherwise. Do not assume that a transfer includes location scouting, photography services or access to private venues.
Turn locations into an itinerary

If the creative plan changes, review the transport implications before treating the new sequence as included. An alternative location can change the endpoints and the amount of vehicle use required. The aim is a clear arrangement, not a promise that every spontaneous idea fits the original request.
With the main locations and the final destination identified, the outing can retain room for creativity. The vehicle plan supports the session while making clear which movements have actually been agreed.
